Job Description: |
Based in Tallahassee, this critical position supports the University of Florida’s state government relations and advocacy strategy. The Manager of State Government Relations is a key team member responsible for monitoring and analyzing executive and legislative branch activity, providing timely and accurate policy and budget analysis, and crafting strategic materials for UF leadership and external stakeholders. The role is ideal for someone who thrives in a fast-paced, detail-oriented environment and is committed to higher education policy and public service.
Key Responsibilities
Legislative & Policy Monitoring
- Track and analyze Florida legislative issues, budgets, regulations, and rulemaking processes that may affect UF.
- Attend legislative hearings; review bills, calendars, and publications to determine status and provide summaries.
- Support the development of UF’s legislative budget requests and internal updates on legislative matters.
- Ensure compliance with state lobbying registration and disclosure requirements.
Policy & Appropriations Research
- Provide timely and strategic research and analysis to support UF’s government relations team.
- Prepare internal and external budget documents aligned with the legislative budget cycle.
Legislation Review & Strategy Development
- Analyze proposed bills and policies; recommend strategies and language to positively influence outcomes.
- Produce real-time analysis of legislation, appropriations bills, and related materials.
Appropriations Analysis & Reporting
- Lead development of appropriation reports and budget research to support UF’s funding strategy.
- Examine past and current allocations to ensure accuracy and alignment with institutional priorities.

Required Qualifications: |
Bachelor's degree in an appropriate area and two years of relevant experience; or an equivalent combination of education and experience.

Preferred: |
- Deep understanding of Florida’s legislative and appropriations processes, including the ability to interpret and work with complex budget documents.
- Prior experience building independent and accurate analytical tools to support real-time decision-making.
- Knowledge of higher education policy and the University of Florida’s structure, goals, and funding priorities.
- Demonstrated ability to manage multiple priorities under tight deadlines in a high-stakes, fast-paced environment.
- Strong verbal and written communication skills, with the ability to translate complex legislative or budgetary concepts into clear, actionable insights.
- Experience working with or in the Florida Legislature, Florida Board of Governors, state executive agencies, or public universities.
- A collaborative spirit with a high degree of professionalism and political acumen.
- Ability to develop strategic relationships and maintain credibility with senior leaders, policymakers, and advocates.
