Job Description:

Budget Management: Develop, coordinate, and maintain the UF/IFAS State Budget. Oversee financial planning, forecasting, and expenditure control. Ensure budget allocations align with institutional goals and priorities. Manage faculty and staff salary allocations, including implementation of salary increases and financial planning for state-funded positions. Commitments Ledger development that requires inputting at the IFAS and College and Departmental level. Assist all IFAS units statewide (more than 50) with inputting and reporting. Approves and implements salary conversions for all UF/IFAS units. College liaison for all IFAS chartfield requests. Financial Management of IFAS FSSP for all IFAS state funded faculty being paid from grant projects. Monitor the distributions during the fiscal year and communicate with the PIs on a regular basis to ensure accuracy. Release salary savings to PI annually as summer salary or programmatic budget, as appropriate.

Financial Analysis & Dashboard Management: Participate in development, implementation, and maintenance financial dashboards for real-time data visualization and reporting. Create customized financial reports to support decision-making at various administrative levels. Conduct analyses related to spending trends, commitment tracking, and salary adjustments.

Supervision & Personnel Management: Supervise an Accountant II, providing guidance, training, and performance evaluations. Oversee payroll distributions for all state-funded faculty and staff. Ensure accurate and timely financial reporting and reconciliations.

Financial Liaison & Compliance: Serve as the primary financial liaison to the IFAS Facilities Office, ensuring fiscal responsibility and compliance with university policies. Assist IFAS units with financial queries, chartfield requests, and fund allocations. Process journal transfers, conduct budget reconciliations, and maintain proper documentation for audits.

Performs training and review functions for UF/IFAS units as needed. Make recommendations to the Associate Director on ways to improve IFAS wide training. Acts as backup for other personnel in the IFAS Financial Administration (IFA) Office.

Required Qualifications: Master’s degree in an appropriate area and two years of relevant experience; or a bachelor’s degree in an appropriate area and four years of relevant experience.
Preferred

Working knowledge of PeopleSoft and Enterprise Reporting

Knowledge of Florida Statues and UF Policy relating to Effort Reporting

Knowledge of USDA policies and regulations regarding the use of Research and Extension federal formula funds for faculty working on federal projects

Ability to interpret operating budgets

Knowledge of administrative principles and practices

Ability to develop and implement procedures

Knowledge of UF/IFAS Personnel appointment procedures

Ability to collect, evaluate and analyze data relating to administrative functions

Knowledge of the methods of data collection

Ability to utilize problem solving techniques

Ability to conduct fact finding research

Ability to work independently and produce critical path results in different areas simultaneously according to appropriate priorities

Knowledge of accepted accounting standards and principles

Ability to communicate with and mediate between people of varying levels

Ability to understand and apply applicable statutes, rules, regulations, policies and procedures

Ability to use programs/software such as PeopleSoft, Word, Excel, etc
